Our Substance Misuse Commissioning Team is based at County Hall, Matlock and is made up by:

Rosalie Weetman, public health lead (alcohol, drugs and tobacco)

I have responsibility for reducing the harm caused by alcohol, drugs and tobacco for the population of Derbyshire.

I previously specialised in delivering drugs and alcohol interventions within a number of Probation services, as well as undertaking a national role to reduce drug misuse harm among offenders.

Prior to working for Derbyshire County Council, I was chief executive officer for a drug and alcohol charity working with both young people and adults, and their families and carers.

Martyn Shore, health improvement practitioner (alcohol, drugs and tobacco)

I work strategically across 2 agendas, tobacco control and substance misuse recovery.

Tobacco control involves developing interventions to reduce the harm caused by smoking to the population of Derbyshire, with particular focus on smoking in pregnancy and creating additional smokefree public spaces.

Substance misuse recovery involves working with our recovery organisations across Derbyshire to promote recovery across the county.

In terms of education, I have a Master’s Degree in Public Health from the University of Sheffield which I completed in 2013.

Previously I have worked in the leisure sector before becoming the health referral manager for Green Bank Leisure Centre in South Derbyshire and have delivered frontline NHS behaviour change interventions focusing on weight management, stopping smoking and increasing physical activity.

Rachel Farrand, analyst

I have been an analyst for 17 years, with the substance misuse team since 2011. I support the commissioning process for treatment service and assist commissioning managers in the development, implementation and monitoring of performance for commissioned drug and alcohol services within Derbyshire.

I also carry out bespoke pieces of analysis, including drug and alcohol health needs assessments that address the diversity of need across the county, the extent of treatment coverage and the impact of services on health and wellbeing.
